(1) Name and address of the Organization;(2) A statement that the Organization meets the requirements for an abbreviated licence set out in section 313.010 and any other applicable requirements for the conduct of bingo games in accordance with the provisions of sections 313,005 to 313,085;(3) The place where the Bingo Pull Tab game will take place;(4) The approximate date on which the Bingo Pull Tab Game will take place;(5) The signature of the Chief Executive Officer or the Secretary of the Organization;(4) The approximate date on which the Bingo Pull Tab Game will take place;(5) The signature of the Chief Executive Officer or Secretary of the Organization; An organization that verifies that the instructions in the application are true. (11) “draw tabbed card” means any one-way card or ticket that gives a person the opportunity to earn something of value by opening, drawing, detaching or otherwise removing tabs from the card or ticket to display a series of numbers, letters, symbols or configurations or a combination thereof. Until January 1, 1995, all suppliers will pay a tax on all tabbed cards they distribute in the amount of ten dollars per box if they are sold by an organization authorized to operate bingo in accordance with the provisions of sections 313,005 to 313,080. No box sold can hold more than twenty-four hundred tabbed cards. Effective January 1, 1995, a tax of two percent of the gross retail value income will be levied on each tabbed card sold in Missouri payable by the supplier. Taxes, less two percent of the total amount paid, which can be withheld by the provider if submitted and paid on time, are paid monthly on the commission of each draw tab provider and are due on the last day of each month following the month in which the draw tabs were sold. Taxes are deposited in the state treasury and credited to the proceeds of bingo for the education fund. All draw tab cards sold by suppliers in that state shall bear on the front of that state the quantity for which those tabbed cards are sold, and the supplier`s licence number must be printed on the inventory statement, commonly referred to as a torch and included in each unit container. Each unit container contains cards printed in such a way that at least sixty percent of the gross proceeds from the final sale of those cards is returned to the final purchasers of those cards. Any supplier who fails to pay the tax levied under this subsection shall be deprived of its licence under this section and would be guilty of a Class A offence. (5) The number of matches shall not exceed sixty-two in a day, including regular and special matches. For the purposes of this subdivision, the use of a draw tab card and progressive bingo games does not count as one of the sixty-two games per day restricted by this subdivision, but no draw tab card may be used except in one of those sixty-two games; 2.
The Board shall issue an abbreviated licence to any organization that applies on a form required by the Director and shall satisfy the Director that the organization qualifies for an abbreviated licence in accordance with the provisions of section 313.010 to perform bingo tab card games. An application for an abbreviated licence may contain only the following information: 2. Notwithstanding any other provision to the contrary, the Commission shall require only an abridged licence in accordance with the provisions of section 313.020 and a reduced licence fee of ten dollars per event for any religious, charitable, fraternal, veteran or bona fide service organization that organizes a game of bingo not more than four times a year; where only tabbed cards can be used. The organization must have existed for at least five years immediately prior to the first opportunity for such an organization to play a game of bingo and have had twenty bona fide members during that period. For the purposes of this subsection, “occasion” means an event of less than twenty-four hours` duration. An organization that has obtained an abbreviated licence is exempt from the provisions of subdivisions (11) and (14) of section 313.040. In addition to the exemptions granted under the provisions of section 144.030, RSMo, the provisions of sections 144.010 to 144.525 and 144.600 to 144.745, RSMo, section 238.235, RSMo, and all local sales tax laws as defined in section 32.085, RSMo, and the calculation of exemptions collected under sections 144.010 to 144.525 and 144.600 to 144.745, exempt from taxable or payable tax, RSMo, section 238.235, RSMo, and any local sales tax law as defined in section 32.085, RSMo, all sales of bingo accessories, equipment or cards, including draw tab cards, to an organization duly authorized to operate bingo in accordance with sections 313,005 to 313,085. The newspaper reported that shooting machines are currently only allowed in private fraternal organizations in Missouri, presenting paying players with tickets with a series of paper tabs that they must remove to discover a possible price. But the proposed legislation would require the Missouri Lottery to operate up to 100 such machines at truck stops across the state, while individual sites are limited to a maximum of three units. (a) has been a bona fide member of the Authorized Organization during the two years immediately preceding such participation and voluntarily provides the time and service required to conduct the Game; (b) is not a paid employee for the Authorized Organization;(c) is not and has not been a professional gambler or gambling operator;(d) has never purchased a tax stamp for betting or gambling activities;(e) never for a crime has been convicted;(f) has never been convicted of illegal gambling activities or designated as nolo contendere;(g) is of good character; 6.
The price paid for a single bingo card under the license does not exceed one dollar. The Commission may, by by-law or by-law, determine the number of bingo cards that may be affixed to a single bingo sheet. The price of a single tabbed card must not exceed one dollar. The price of a single special game bingo card cannot exceed fifty cents.
